Yes they do, I've seen other language sites use these packets to create profile backlinks. Make sure you just use them wisely and not get penalized by Google.

They work, but it is usually better to get links from domains from which your website is based. Also, Angela's backlink packets get spammed up real quickly and are generally worthless within a day of the packet's release!
