Hi, that depends on your nationality. As a US citizen you can enter Germany without a visa, find a job and change your residence status. Some nationalities need to get a visa first before entering the country and they need to have a job contract when they apply for residency. Check for details with one of the german consulates in the US (NY, Boston, Atlanta, Miami, Chicago, LA, San Francisco, Houston or the embassy in DC)
