Can I apply for a VISA before I get a job, or must I secure a job first? I feel like most places will be reluctant to hire me if they know I don't currently hold a VISA.

most countries demand they you secure a job before going there to work. it is against the law in the majority of countries to perform without a work visa,you must have the job offer before trying to enter.
